Can I bunker while waiting for Bosphorus transit?
Yes — that is the standard pattern. Suppliers schedule barge delivery around your transit slot at the Marmara anchorages, so bunkering normally adds no extra port time. If the ship waits at anchor for more than 2 hours, Turkish rules require fuel of at most 0.10% sulphur (RG 06.10.2009 No. 27368, Art. 7).
Is Istanbul inside the Mediterranean ECA?
No. The Mediterranean SOx ECA (0.10% sulphur, in force since 1 May 2025) starts at the Çanakkale line; the Sea of Marmara and the Black Sea are outside it. But Turkish rules require fuel of at most 0.10% sulphur for ships at berth or at anchor in Turkish ports for more than 2 hours (the regulation on the sulphur content of certain fuels, RG 06.10.2009 No. 27368, Art. 7); transit through the Turkish Straits and the Sea of Marmara is exempt unless the ship waits more than 2 hours. Vessels continuing into the Med need compliant fuel from the ECA boundary, which is worth reflecting in LSMGO quantities.
