FuelEU Pooling Exchange

A surplus ship can offset a deficit ship — even across companies. Register your position and we’ll work to match you. Open to any vessel, member or not.

If you have a surplus

A compliance surplus is an asset, not a footnote. Instead of leaving it banked and idle, it can be pooled with a deficit ship for value — the regulation lets a compliant ship’s surplus offset another’s shortfall. Data worth acting on before the deadline.

If you have a deficit

The Annex IV penalty is €2,400 per tonne of VLSFO-energy-equivalent (~€640 per tCO₂eq). Pooling with a surplus ship can settle the same shortfall below that ceiling — the difference stays with you instead of going to the penalty.

How FuelEU pooling works

The regulation’s own mechanism

Articles 20–21 of Reg (EU) 2023/1805 let ships combine their compliance balances into a pool — including ships of different companies. The only hard condition: the pool’s total balance must be zero or positive. A surplus ship can carry a deficit ship.

Why both sides gain

The deficit ship settles below the €2,400/t penalty; the surplus ship earns for a position it already holds. The price sits somewhere between zero and the penalty ceiling — value that would otherwise be lost to the treasury.

How the match is made

You register a position; we look for a counterpart and introduce the two sides. The pool itself is recorded in the FuelEU database after your verifier confirms the balances. We surface the opportunity and the data — the commercial terms stay yours.

Frequently asked questions

Do I have to be a BunkerIstanbul member?

No. This exchange is open to any vessel. Registering a position takes an email and nothing else. Members get the added benefit that their FuelEU balance is computed automatically from data they already log.

Can ships of different owners pool together?

Yes — that is the point of Article 21. The pool is a contractual arrangement between the parties; the only regulatory limit is that the combined balance cannot be negative.

What does it cost, and who sets the price?

The price of a pooled tonne is negotiated between the two sides, somewhere below the €2,400/t VLSFO-eq penalty. We introduce matched parties; the commercial terms are agreed directly between them.

Is my position made public?

No. What you register goes only to our desk to work on a match. We do not publish positions or approach counterparties without your agreement.
